DRAFT MITIGATED NEGATIVE DECLARATION FOR THE PROPOSED

Guadalupe 2021 General Plan Update (2022-049-MND)

Project Description:  A Mitigated Negative Declaration (MND) is being prepared for the Guadalupe 2021 General Plan Update which is replacing the existing 2002 General Plan.

Project Location:       The project site encompasses the entire 1.3 square miles of the incorporated city.

Public review period and hearing:  The City of Guadalupe is soliciting comments on the adequacy and completeness of 2022-049-MND.  Comments will be received from August 13, 2022 until September 13, 2022 at 5 p.m.

Project Details:

The proposed Guadalupe 2021 General Plan is an update to the 2002 general plan.  The proposed general plan includes nine elements: land use, circulation, environmental justice, conservation and open space, economic development, community design and historic preservation, air quality and safety, public facilities, and noise.  Because the housing element was updated in 2019, it is not part of the current update.

Environmental Review Findings:  The City of Guadalupe contracted preparation of a Draft Mitigated Negative Declaration (2022-049-MND) pursuant to Section 15073 of the State Guidelines for the Implementation of the California Environmental Quality Act (CEQA) for the Implementation of CEQA.  Guadalupe Planning’s issuance of a MND affirms our opinion that any significant adverse impacts associated with the proposed project may be reduced to a less than significant level with the adoption of mitigation measures and that the project does not require the preparation of an Environmental Impact Report (EIR).  The MND prepared for the project identifies and discusses potential impacts, mitigation measures, residual impacts and monitoring requirements for identified subject areas.  Significant but mitigable effects on the environment are anticipated in the following areas:  [Air Quality, Biology, Cultural Resources, Geology, Greenhouse Gas Emissions, and Noise].  If the project description changes, Guadalupe Planning Department will require a reevaluation to consider the changes.  This reevaluation will be subject to all regular fees and conditions.  If you challenge this environmental document in court, you may be limited to raising only those issues raised by you or others in written correspondence or in hearings on the proposed project.

Document Availability:  If a copy of the MND is not attached, the draft MND may be obtained and all documents referenced in the MND may be reviewed at the Planning Department offices located at 918 Obispo Street, Guadalupe, CA  93434 AND on our website at: http://ci.guadalupe.ca.us/document-category/planning-documents/ in both English and Spanish.  Draft documents are also available for review at the Guadalupe Public Library, located at 4719 West Main Street, Ste. D, Guadalupe, CA.

How to Comment:  Please provide comments to Contract Planning Director, Larry Appel, smlarry@aol.com , or mailing comments to Planning Department, P.O. Box 908, Guadalupe, CA  93434 prior to the close of public comment on Tuesday, September 13, 2022 at 5 p.m. Please limit comments to environmental issues such as air quality, noise, etc.  The City Council is scheduled to consider this MND and take action on the draft 2021 General Plan tentatively scheduled for its October 11, 2022 Council meeting at 6:00 p.m. at Council Chambers, 918 Obispo Street, Guadalupe, CA. Please check the City’s webpage to determine if the hearing has been rescheduled to a later date.
