The City Council will conduct a public hearing to consider Escalante Meadows, 2019-063-DR and 2019-064-CUP, an 80-unit apartment complex and community center proposed by the Housing Authority of the County of Santa Barbara. The project would include a phased demolition of an existing 52-unit duplex project constructed in the late 1950s and early 1960s.

Notice is hereby given that a draft Mitigated Negative Declaration has been prepared for the below described project per the provisions of the California Environmental Quality Act of 1970, as set forth in the Public Resources Code, Sections 21000 to 21174, as amended. Reviewers identified three potentially significant impacts from the project: Air Quality, Geology/Seismic, and Noise.

Project Description: A Design Review Permit (2019-063-DR) to construct an 80-unit apartment complex and a Conditional Use Permit (2019-064-CUP) to construct and operate a 19,600 square foot Community Center for a day care facility plus health services and educational services. This development would replace an existing 52-unit duplex project constructed in the 1950s and early 1960s.

Proposed Development: The project would consist of a phase demolition of the existing 52 units and reconstruct 80 units in 10 buildings along with a Community Center, maintenance building, covered and uncovered parking, recreational amenities, play areas, and landscaping on an 8.96 acre parcel.
